What is to be done about the bankruptcy on unrestrained capitalism ?

As the bonus culture appears to be taking root again, what action needs to be taken to rein in the people that brought this all down on us, If governments refuse to act, apart from handing out tax payers money, will it be left to individuals to take the action required to deter the greed meisters.
