Why are the TV ratings on oval courses so low?

The way the IRL is right now, only Penske or Gani win on the ovals, but the road courses appear to be wide open for anyone (almost) to win. Nascar ratings are down across the board also. You'd think with the lousy economy and unemployment rate, more people would be stuck at home watching the race.
