Access current cell information of a mobile phone?

I want to build a new system of tracking a mobile device just by getting the information of its current location. At any time , the working mobile will fall into a cell(cellular system) . The cell info display sometimes shows which geographic area are we currently in. So, i think its the same details that enables the service providers to achieve this. I want to know how to get the details in my application program.
